Tokyo, August 17, 2020 -- Moody's Japan K.K. has assigned a (P)A1 senior secured rating to the domestic shelf registration programme of New Kansai International Airport Co., Ltd. (NKIAC). The rating outlook is stable.

The specific shelf registration rated is:

RATINGS RATIONALE

New Kansai International Airport Co., Ltd.'s (NKIAC) A1 rating reflects its very strong links with the Government of Japan (A1 stable).

We believe that NKIAC's creditworthiness reflects that of the sovereign, given the company's national aviation policy mandate. In addition, the high level of credit support from the government and its heavy involvement in the company's operations support the strong link in the rating.

FACTORS THAT COULD LEAD TO AN UPGRADE OR DOWNGRADE OF THE RATING

An upgrade of the ratings would require an upgrade of the government of Japan's sovereign rating. Conversely, a downgrade of the government of Japan's sovereign rating would exert downward pressure on the ratings. In addition, a decline in government ownership or an institutional change that would result in lower financial support or weaken the very close relationship with the central government could lead to downward pressure.
