Mar. 21—The nearly quarter-mile long construction project stretching from the foot of where North Bridge lands in Clinton should be substantially finished by mid-June, according to the contract, with the exception of the signal lights being installed.
There are financial incentives for the contractor to finish earlier.
The project on 19th Avenue North involves replacing the traffic signals that are at the Second Street North intersection. Crews will also upgrade less than a quarter mile of the north lane stretching from the bridge to almost Third Street North. It will involve hot mix asphalt, Portland cement concrete pavement with curb and gutter, and storm sewer work.
Two-way traffic is being maintained in the construction zone, but bridge closures of up to 48 hours are possible.
Out of four bidders on the project, Eastern Iowa Excavating and Concrete, LLC won the contract with a bid of $1,193,931.90. The second highest bidder was Clinton Engineering Co at $1,213,131.
About $500,000 of the project cost is being covered by the Iowa Department of Transportation, according to City Council meeting minutes.
